Researcher helps rate candidates

A friend brought to my attention an interesting interview on CBC radio. In a nutshell; Sherril Guthrie, a research consultant, has been frustrated with the low bar set for municipal politicians and consequently, has developed an evaluation tool to help narrow down the right candidates.
